i have an rx 470, i7 3770 ,16gb ram 1600mhz, hdd 7200 ,but my rx 470 is only 80% utilized most of the time , do you know why ?

Whats your windows? I got the same specs but with a 1650 super getting even lower fps, this shitty game doesnt fully utilze the cpu and gpu
I get around 45-50 with the same CPU and R9 390, all on low except textures and LOD which are maxed
is that a driver issue that the GPU isn't going higher than 90%

We are totally cpu limited here specailly between high and ultra settings just look at framerates how small the difference is between high and ultra
Also slow ram speed…i have same specs like u just i have 1600Mhz rams instead of 1333Mhz and I get above 30 and near to 40 frams on my pc just low down the crowd density to low it will effect 3770 very badly means bottleneck
I have 3770k + RX580 8GB and manage to pull off medium settings and 30fps locked with resolution scaling 80-100% my resolution is 2560×1440
How is this cpu getting below 85% usage the whole time while the 4790k has the same performance?
Just play on medium but if u can stand crampy fps play on high like I will
A mix of high and low this game run's pretty decently on mid range hardware.
Increasing the ram to 16 GB would really help.
I saw in your previous videos that the cpu temps was like 80 and above, buy now it's like 73
