My experience was as follows: I read the message inside the trash bin, put down the food, went into my apartment and waited a few hours. When i returned to the place the cat was there ready to be picked up.
Something importent you need to pet the cat between mistys shop and Viktor the Ripperdoc. If you do that often enough it will be gone there. And then you can give him the Food near your Apartment. That is how it works for me.

You have to complete Playing For Time before the note will appear in the trash can. This is also when the tarot cards start appearing, so if you have tarot cards on your map, you can get the cat. I guess it's all part of the mystical storyline. I also had to go back to the food bowl after sleeping to retrieve the cat and bring it to my apartment.
