You need to complete some panam quests first.
Holy Shit this is real and you ACTUALLY acquire it. You just get in and it give you the "Vehicle Acquired" prompt just like that.
Can confirm you need to at minimum work with Panam for possibly at least 3 of her missions because this is where I'm at with her and it's in a Tunnel system that you both visit and clear out a Gang from.

i've read somewhere that you need at least level 15 and street creed 20. And the car should be there from 1-2 a.m.

Just got mine after doing Panam mish Ghost Town. I skipped 3 days and went between 11pm and 12pm

after ghosttown Mine work once I went in front of cave and skip time 24hours 3 times then went and it appeared finally
this isnt the fastest car, theres another car that does the same speed.
So glad I stumbled on this car by accident. Was thinking about buying a Quadra just to have a better car then found Batman's shipping container lol.

If the car isn't there as a few people have said skip time 24 hrs a few times. I actually did it six times right at the entrance to the cave and the car appeared.
