This is definitely a smart move by CDPR. It will probably take quite a bit of pressure off the developers. They can concentrate more on fixing the console versions while the modders help fix the PC version.
Sweet, and… they've officially crowdsourced bugfixing.
The vast majority of 'mods' on the nexus are just save files with a character design, that's all. Everything else is just a few scripts and settings files. NOW we can have proper mods and make fixes to the game.
