NPC cars are especially buggy in Cyberpunk, all kinds of weird things happening. They spawn oddly, there are ghost cars in the distance, parked cars might change just by not looking at them for a second etc.
That doesn't only happen with cars. If a mission requires an area to be clear it will delete whatever NPC is there. It can be noticed very clearly in the place you call Claire for the last race as there are a lot of pedestrians at that area that are deleted as soon as you are prompted to call her.
