For some reason I went inside with the van, got out of the van back into the van and every NPC became green on the map, just had to hack the cameras and walk right by the guards.
The location of this, well, location, is a mystery. Apparently nobody knows where it is on the map after the mission is over… PS: It is in the middle of Santo Domingo..
Not accurate anymore at least for me..ive got like…6 soldiers standing where the mec is walking and u have to distract the one soldier with the crane…for me there r 6 standing in line..and the one in the vid doesnt react to distract… oh well..will just destroy them all i guess..fuk stealth
It doesn’t work, I tried hacking the cream and the one right by the corner where I need to turn won’t move it someone else in a group of guards further away

Fun fact. I went all the way back down to the bottom through the building and the front doors won't be blocked off.

i cant steal a van because theres someone inside when i try to drive.,,
