I'm using 2.2 and don't own Phantom Liberty. He's still Mr Hands for me.
I definitly think they made the right call in using a different voice actor. Powers did a good job but Alex Jordan gave me my favourite fixer in night city.
Have to be honest, and no disrespect to the original voice actor, but I could not see this version of Hands as the same one in Phantom Liberty. Hands is supposed to be a mysterious character and the OG version was too similar to Dino. The new Hands is a lot more cool and calculating. His voice carries that mystique that the OG Hands doesn't quite have. I was very surprised by the change in voice actor and was initially turned off by it. But once I played Phantom Liberty I understood the change.
I think I prefer the new VA for Hands… His voice just suits the look of Hands better. It's more fitting.
