There should be 10 perk shards in patch 1.52. Before the recent patches there were already 10 fixed locations. They removed one perk shard from the driver in the Westbrook location and one from the suit case in the Arasaka Industrial Park. But they added a new perk shard at one of the NCPD locations in City Center and one new perk shard to a box in the Badlands (southwest from the Sunshine Motel towards the NCPD location).
