I got the katana from the cyber phyco, but the blade part isn't red but its red in the picture….. strange.

The Scalpal could be a reference to the One Piece character Trafalgar Law, who is a katana-wielding surgeon. He uses electric-based attacks and his main ability, called Scalpal, allows him to cut people into pieces with surgical precision.
You can steal Arasakas pistol from his bed before taking out the guards in the heist
