The game currently has an issue with AMD CPUs where it only uses the physical cores. Editing the .exe with HXD to change that helps performance noticeably. In my case ti gave me +10-15fps in the city center, with everything maxed out including ray tracing and DLSS on quality mode.
Same setup here! 3600 + 2060 16gb 3600mhz cl16 ram. Did u guys notice that two of those cores are not being utilized? I notice that on my playthrough aswell. I wonder if those two cores being utilized properly could avoid drop below 60 fps during driving scene in those "singlethread bottleneck" instances.
Did you try the patch to use all the Ryzen cores? Check videocardz for guide, you gain 15/20fps with Zen 2/3.

My CPU & GPU are both below 60% usage with the FPS hovering around 60. Is there any way for me to get it to use more or am I screwed until they optimise more?
Don't know if this would help anyone, But enabling Static FidelityFX CAS: 95 had massive improvements on my gtx 1070 in terms om smoothness. Hope it Helps!

How do you test all those resolutions. If you test 1080p on a 4k monitor doesnt that make the picture look really really blurry?
my gpu is rx5700 which cost same as rtx 2060.
but at that time I didn't know that DLSS was very good, I regretted buying rx5700 because there was no DLSS 😭

i believe with a Ryzen 5 3600 & Rtx 2060 or Super 🎮 the best Visuals is @ 1080p with high quality & keep Dlss + Ray Tracing off 🍷 With Ray Tracing off butt Dlss On will give you higher frame rates butt you lose a bit of Resolution quality for 10 more frames : Not worth it in my Opinion 🇵🇹
