The legend is back. Love the new video. Looks more like a power station for the Dam to be honest, as others have pointed out. I wouldn't even classify this as cut content, as you say it's just there for consistency. If anything, props to CDPR for caring about the details.

Its a power station, that's all it is. A power station. It is very likely nuclear with the dam supplying water for cooling. The dam isn't active, and as you know drinking water is a rare luxury so that just leaves its use as a coolant.
