I wish there was a mod to turn this into a racing game. Disable getting out of the car, disable everything that isn't needed for a racing game. Would that improve performance too?
I'm guessing you turned off all the effects? (Lens Flare, Depth of Field, Film Grain). This looks good but it looks kinda TOO clean. Those effects sometimes do a good job of giving the game a distinct vibe/atmosphere. Depending on the configuration of course. Try keeping those on if you haven't already tested that.

Dude, buy yourself a 21:9 monitor, it will look better for 21:9 and 16:9 ratio monitors !! Cuz you'll have black cinematic bars on top and bottom instead of right and left dammit ! 😑
