As for crafting mods you can actually get epic ones as soon as level 31, maybe earlier even but I didn't try… Just that at 31 i needed to craft maybe 150 mods for 1 epic…
never had to use any armor, that overwatch sniper panetrates though everything. all I had to do was to be seen by enemy and shot them on head.
standard cops kill you already fast enough what's the point of militech cops which kill you even faster?
as long as they keep spawning near you constantly .. it's completely pointless
You actually ONLY have to be level 35 to craft random Epic quality mods. I noticed this myself after I hit level 35.

The gift is the Mox shotgun, you can find it outside of your house or picking it up from Judy's
My game won't let me stack Armadillo mods. The first one adds the bonus but if I try to add more the stat description says it adds 0.0 armor
dupicated mods won't work.
The thing Judy send you is what you see at 6:34, that's the scuba diving stuff. You can even see that at 6:01 you don't have it yet when she drunk text you.
Can confirm its not the scuba gear its in Vs apartment before the diving quest.

I get epic Level Mods with Level 30
What you were saying about the rarity of the armadillo mod is not true. I'm getting epic mods from crafting and I'm lvl 30 something.
The big stars just look like a visual bug to me. They spawn in big then shrink, so could just be the animation being more likely to bug out when moving fast in a car.
99,9% sure that I started getting Epic versions of mods after lvl 30, not 40

I have a problem with the legendary smart-gun that can be found during the main quest with Takemura. I put some mods on it and now the game doesnt show me the stats of the weapon anymore when i point at it in the inventory :/
