When I loaded in today, I’m the same level as you 35, my yinglong damage is now 280 instead of 770, did they nerf it? Did your do the same?
Be careful with that AoE it'll kill people you don't intend to kill, including yourself if you're near an explosive. I was wondering if the weapon mods that make the status effects proc more frequently also work on the EMP.

If you keep shooting with it, after a while the rpm switches into higher gear and increases at least 50%. What triggers the increased fire rate? I couldn't find the perk which might cause it, neither is any hint of it in the weapon specs.
Yinglong is a mythical dragon in Chinese lore known for It's intelligence, among other things. I would guess that what the red text is referring to.
