You dont use the dodge move.

i play with hidden everything because it makes the game a little bit harder, there are so much cyberwares that restore your hp at a certain %
im playing pumpgun and im always on the edge to death and i can restore my hp 3 times in a row to 80-90% without the quickslot stuff.
even with netrunner build you can take 1 hit from him, it took me ages to get this quest done.
this is one of few quests where you actually have to think how you gonna go in….
btw armor and difficulty doesnt effect the fist fights, its always a % direct damage, with all may chars it was extremly hard.

Honestly the only way you can beat this guy is to reduce your difficulty level. I played on hard, was lvl 44 with over 800hp and 3k armour. And I got two shot from him and I was dead…. So yeah, I just played it on easy mode…
For all people saying he cheated, razor is fairly easy to beat if you got the micro generator and invest some skill points on body and street brawler I was able to beat him no hard mode with only a few hits with gorilla arms and the micro generator.
I played on normal and I wooped his ass with the Legendary gorilla arms
